Green/white/black - Devon (designed by a stduent in an Internet poll). red/white - England (St George), green/white/red dragon - Wales, black/white - Cornwall (St Piran)
Ah, you knew about the new Devon flag - have a cigar.
It was born in 2002 out of a discussion on a BBC Devon bulletin board, and seems to be catching on. I saw one flying from a caravan in Burnham on Crouch as well.
